The Hollywood Reporter is claiming that commercial director Joseph Kosinski is in final negotiations to develop and direct "Tron," described as "the next chapter" of Disney's 1982 cult classic. Sean Bailey is producing via the Live Planet banner, as is Steven Lisberger, who co-wrote and directed the original film.
Kosinski, who last month signed on to helm the remake of "Logan's Run" for Warner Bros. Pictures, will oversee the visual development of the project and have input on the script, which is being written by "Lost" scribes Eddie Kitsis and Adam Horowitz. Story details are being kept secret.

Why????
Two reasons:
1) A dearth of new ideas in Hollywood;
2) "Cult Classic" - see item 1

In all fairness, Sounds like more of a sequel than a remake. Sequels have been around for 25 years.
The dearth that is remakes of 20 year old movies is a more recent phenomena.
That being said, TRON is the first action movie that was missing that 'thing'. The effects are darn good for the time period. The acting wasn't particularly bad. The action was interesting. The plot seems reasonable. However there just wasn't much of a soul (for lack of a better word) to the movie.
Star Wars & Empire, Raiders I, Terminator and some others of that period had a 'soul'.
Now soulless action films are the norm and not the exception.
