THE answer's no longer blowin' in the wind - the Bob Dylan musical is landing on Broadway this fall. "The Times They Are A-Changin' " - conceived, directed and choreographed by Twyla Tharp, the dynamo behind the Billy Joel musical "Movin' Out" - starts previews Sept. 25, reports The Post's Barbara Hoffman. As The Post scooped in February, "The Times" received middling reviews in San Diego. Presumably, Tharp is tweaking it for Broadway, just as she did "Movin' Out." Tweaked or not, "The Times" already has one big fan in its favor: Dylan, who called it "the best presentation of my songs I have ever seen or heard on any stage."
